GNLP 2045 Regulation 20 Scoping Consultation

In line with Policy HC1 of the NPPF (2026), the plan should promote the creation of healthy and inclusive places including the provision, retention and enhancement of appropriate community facilities. This should be informed by deficits in availability and additional requirements over the plan period arising from new development and population growth. This includes allocating land for such uses, along with identifying opportunities for strengthening town centres. The NPPF states that sustainable development includes supporting cultural well-being.

We strongly encourage assessment of the city's cultural infrastructure including its theatres, identifying gaps in provision or opportunities for enhancement of existing facilities and accounting for those in the plan and its evidence base. These facilities strongly contribute towards the social and cultural well-being of local people and support the strength and vitality of town centres and the local economy.
