Question 1 – Are there any
Representation ID: 26175

Respondent: Anglian Water Services Ltd
Anglian Water broadly supports the initial SWOT analysis but recommends making water and wastewater infrastructure, climate resilience, water scarcity, surface water management and environmental capacity more explicit. The assessment should recognise that capacity varies across networks and water recycling centres and can change over time. Baseline evidence should include the Water Cycle Study, Strategic Flood Risk Assessment, Infrastructure Delivery Plan, DWMP, WRMP, asset data, flood risk, SuDS opportunities, nutrient sensitivity and future investment requirements.

Question 3 - Do you agree

Yes. Anglian Water supports the proposed structure for GNLP 2045. The proposed digital and map-based approach should assist in identifying the relationship between development, environmental constraints and infrastructure. We recognise that the publication of the new National Planning Policy Framework (NPPF) in August 2026, will mean there are likely to be limited local policies due to the new National Decision Making Policies (NDMPs).

The concentration of a significant proportion of growth in and around Norwich and in larger settlements can support more efficient infrastructure provision than a widely dispersed pattern of development. Larger strategic sites can also provide sufficient scale and lead-in time to plan infrastructure across more than one water company investment period.
The settlement’s position in the hierarchy does not demonstrate infrastructure capacity is available. The accessibility and sustainability of a location must be considered alongside supporting evidence such as the Water Cycle Study, Strategic Flood Risk Assessment, and Infrastructure Delivery Plan.

Question 5

Respondent: Anglian Water Services Ltd
The GNLP 2045 should support brownfield regeneration where infrastructure capacity is available or can be delivered, and use redevelopment to remove surface water from foul/combined sewers where possible. Anglian Water supports a balanced growth strategy including brownfield regeneration, sustainable settlement extensions, phased strategic sites, feasible new settlements and limited rural growth. Strategic sites and new settlements should be supported by early engagement, site-specific infrastructure evidence, integrated water management, safeguarded land, asset protection and phasing or planning conditions where wastewater and drainage infrastructure is required.

Question 6
Representation ID: 26179
Received: 16/09/2026
Respondent: Anglian Water Services Ltd
Anglian Water does not endorse specific additional growth locations at this stage. Growth should be guided by the Water Cycle Study or Integrated Water Management Study, SFRA, SEA and Infrastructure Delivery Plan, prioritising locations with existing or deliverable wastewater capacity, manageable flood risk, integrated water management, strong water efficiency, safeguarded infrastructure land, asset protection and achievable permit requirements. Whitlingham WRC growth requirements will need reassessment through the emerging DWMP once the spatial distribution and growth trajectories are clearer.

Question 7

Respondent: Anglian Water Services Ltd
The settlement hierarchy should remain place-based but be informed by transparent infrastructure and environmental evidence, not only population, services or transport access. It should explicitly consider infrastructure capacity, environmental resilience, deliverability, cumulative impacts and whether growth requires major reinforcement. Some sustainable locations may support longer-term growth through phased infrastructure delivery. Neighbourhood-plan housing requirements should also align with strategic infrastructure evidence, so the hierarchy and trajectory identify where investment, phasing or alternative solutions are needed.

Question 11
Representation ID: 26181
Received: 16/09/2026
Respondent: Anglian Water Services Ltd
Anglian Water has no objection to retaining locally specific guidance for rural development where it provides useful clarity and avoids duplicating national policy. However, incremental rural growth can cumulatively affect small settlements with limited sewerage infrastructure. Policies should ensure development outside settlement limits demonstrates sufficient wastewater network and water recycling centre capacity, or that any private wastewater treatment proposals comply with relevant environmental requirements.

Question 12
Representation ID: 26182
Received: 16/09/2026
Respondent: Anglian Water Services Ltd
The GNLP 2045 should include flexible, criteria-based policies for commercial development, recognising that sectors vary in water demand, wastewater, energy and drainage needs. Major or water-intensive development should engage early with Anglian Water, demonstrate highly efficient water use and apply water re-use hierarchies, including non-potable networks, rainwater harvesting, greywater or process-water reuse. Where non-domestic demand exceeds available capacity, alternatives to potable supply may be required to protect existing customers and the environment.

Question 15
Representation ID: 26183
Received: 16/09/2026
Respondent: Anglian Water Services Ltd
Infrastructure delivery should be coordinated through the Infrastructure Delivery Plan (needs study) linked to the development trajectory and site allocations. This should identify provider engagement, dependencies, lead-in times, responsibilities, site-specific requirements, phasing triggers, planning conditions, land safeguarding and cross-sector dependencies. Water and wastewater infrastructure is funded through developer charges and Ofwat-approved investment, so the Local Plan cannot guarantee funding but should provide a clear spatial strategy to inform DWMP, WRMP and future business planning while protecting customers and the environment.
