GNLP 2045 Regulation 20 Scoping Consultation

Question 22 - Is there

Representation ID: 26515

Received: 25/09/2026

Respondent: NHS Norfolk and Suffolk Integrated Care System (ICS)

Representation Summary:

The Norfolk and Suffolk ICB emphasises that health should be embedded throughout the GNLP 2045, with sustainable development, healthcare infrastructure and the wider determinants of health considered together. It argues that housing and population growth must be matched by investment in healthcare infrastructure and the application of public health principles to avoid widening health inequalities and placing unsustainable pressure on health services. The ICB sees the Local Plan as an opportunity to integrate health considerations into site allocation policies and strategic planning, helping to create healthy, resilient and inclusive communities while reducing preventable illness and supporting a sustainable healthcare system.

The Central Locality Team similarly calls for a stronger focus on population health, healthy ageing, health inequalities, infrastructure capacity and measurable outcomes that demonstrate how growth improves residents’ quality of life. Norfolk County Council Public Health supports a “health in all policies” approach, recommending that the plan explicitly recognise the links between health and factors such as housing, employment, transport, environmental quality, community infrastructure and access to services. Together, these responses highlight the need for health and wellbeing to be a central consideration across all aspects of the GNLP 2045.
