GNLP 2045 Regulation 20 Scoping Consultation

Question 11

Representation ID: 26517

Received: 23/09/2026

Respondent: Cantley Village Hall Charitable Incorporated Organisation (CIO)

Representation Summary:

Cantley Village Hall CIO supports retaining appropriate locally specific policies for rural housing and development outside settlement limits, where these provide flexibility to meet genuine local needs and support sustainable rural communities. Such policies should enable proportionate opportunities including self-build and custom-build housing, appropriate conversions and replacement dwellings, while ensuring development is well designed, sustainable and supported by necessary infrastructure. The GNLP should also avoid policies that unnecessarily prevent the efficient use of suitable land adjoining existing settlements where development could be integrated with planned growth. Rural housing policy should complement, rather than undermine, comprehensive master planning and infrastructure provision.

Question 22 - Is there

Representation ID: 26518

Received: 23/09/2026

Respondent: Cantley Village Hall Charitable Incorporated Organisation (CIO)

Representation Summary:

Cantley Village Hall CIO asks the GNLP to recognise the proposed closure of the British Sugar factory as a significant rural regeneration issue, not simply a potential source of development land. British Sugar has shaped Cantley's economy, community and identity for generations. The transition creates opportunities to secure a positive legacy through coordinated regeneration, reuse of appropriate surplus assets for community and recreational purposes, preservation of industrial and social heritage, green infrastructure and investment in community facilities. The Local Plan should encourage a comprehensive regeneration strategy developed with landowners, the Parish Council, Cantley Village Hall CIO, community organisations and residents.

Question 6

Representation ID: 26529

Received: 23/09/2026

Respondent: Cantley Village Hall Charitable Incorporated Organisation (CIO)

Representation Summary:

Cantley Village Hall CIO supports appropriate sustainable growth at Cantley, provided development is comprehensively planned rather than considered piecemeal. The scale of potential growth requires coordinated provision of community, health, transport, recreational and environmental infrastructure. The proposed replacement Community, Health and Heritage Hub should be recognised as infrastructure capable of serving existing and future residents, with appropriate CIL and/or developer contributions considered. The CIO also supports locally delivered Biodiversity Net Gain and green infrastructure, reuse of suitable former recreational land, preservation of British Sugar's industrial and social heritage, and meaningful community engagement throughout masterplanning and subsequent development of the village.

Question 7

Representation ID: 26530

Received: 23/09/2026

Respondent: Cantley Village Hall Charitable Incorporated Organisation (CIO)

Representation Summary:

Cantley Village Hall CIO considers that the settlement hierarchy should reflect both existing facilities and realistic opportunities to strengthen rural communities through planned growth and infrastructure investment. Cantley's circumstances are changing substantially, including the proposed closure of the British Sugar factory, potential future development and plans for a new Community, Health and Heritage Hub. The hierarchy should therefore consider accessibility, public transport, community and health facilities, potential population growth and opportunities to sustain and improve local services, rather than relying solely on a snapshot of existing provision. Cantley's appropriate position should be determined through this broader evidence-based assessment.
