GNLP 2045 Regulation 20 Scoping Consultation
Respondent: Norwich Climate Commission
Representation Summary:
Climate change does not have a dedicated topic paper but is the golden thread running throughout the topic papers and subsequently the plan, you claim. But there is little evidence of this. Under vision and objectives you mention it under opportunities and threats. But this doesn't come through in the plan. It maybe that you are developing it in the background but we would suggest that a dedicated topic paper is devoted to climate change adaptation and mitigation. We would like to work with you in developing the plan.

We are responding to the GNLP Scoping Consultation for the 2045 plan on behalf of the Norwich Climate Commission. We feel that this is a great opportunity to address net zero plans as well as mitigation and adaptation.
We note that in the introduction the following statement is made: As it is currently anticipated that the whole plan will address climate change, this key issue is not covered by a dedicated topic paper, but is the golden thread running throughout the topic papers and subsequently the plan.
However, we see little evidence of this.
In the strategic section talking about vision and objectives it is mentioned in the SWOT analysis under opportunities: Net zero and climate resilient placemaking for positive environmental impact and improved quality of life for residents; and threats: talking about significant climate change impacts such as nutrient neutrality limiting growth.
But other than this it doesn't really come through the plan. For instance, in terms of construction there is no mention of renewable energy, requirement for solar panels, performance standards, no mention of overheating, or operational and embodied carbon. No statement about whether building regulations will require a higher standard than usual.
Under infrastructure there is little discussion about how travel and transport can be decarbonised with scant mention of cycling and walking and little on public transport. There is nothing on datacentres and their environmental impact.
We can promote high-quality design and sustainability by setting up a Design Review Panel to review significant projects.
It maybe that you are developing this in the background but we would suggest that a dedicated topic paper is devoted to climate change. We would like to work with you in developing the plan. Perhaps a special session where we can discuss this would be helpful?
