Respondent: Mr Robin Parkinson

Representation Summary:

1)This proposal must be seen in the context of other residential and industrial proposals, the cumulative impact would be a significant assault on the character and capacity of the village.
2)The proposals contain no reference to contributions to the infrastructure or services in the village
3)Traffic would access and leave the site via a blind bend onto Church Road
4)Increase levels of traffic would aggravate existing problems caused at the Church Road A140 junction
5)The proposals sacrifice good agricultural land which has been farmed for a millennium.
6) The scale of this proposal cannot be described as 'infill'.

Full text:

This proposed development cannot be viewed as being separate from either the industrial development proposed by Ben Burgess Ltd on land to the north of this site, nor the other residential proposals within the village. It is the cumulative impact these proposals will have on a small service village. This proposal and the others cannot be considered as infill development consistent with the definition and associated requirements as an 'other village'.
In relation to this particular proposal I would wish to make the following points:

1) The proposal would sacrifice agricultural land when there is ample land available. The HELAA report has identified 3600 hectares equating to 68,900 dwelling against a need identified of 38,988. This research identified a significant excess of proposed sites. Planning priority should be given to those sites that produce maximum contribution at minimum environmental damage.

2)The proposal suggests 25 dwellings, this implies 50 additional cars plus delivery and other service use - perhaps in excess of 200 traffic movements per day. The volume of traffic and the proposed use of exit onto a blind bend to Church Road is a significant hazard. The volume of traffic will aggravate the existing traffic problems through the village and along the A140 and will result in gridlock at the Church Road junction.

3) Swainsthorpe is a service village devoid of services. The additional housing proposed will(in the absence if significant infrastructure investment)mean more travel time for new residents to schools, health and other vital services.
4)The proposed developments will have a devastating impact on the character of this village.
