This is one of four sites that improves the village and have the safest traffic routes to the A140 trunk road. Access to any development could be routed through the 2012/1717 development and would limit pressures on Rectory Road and Harvey Lane due to school drop off/pick up trips, and the use of chapel road. Property's built on this site must have enough parking for the number of bedrooms in the property, roads must be wide enough for two vans to pass. Each site should include play areas in the planning applications and if necessary an on site parking area.

Whilst this offers opportunity for employment, I am reluctant to support the proposal as it is not clear where the access to the site would be. If it were via the Burston Rd junction with Harvey Lane and The Street, then it is totally unsuitable to support 80 dwellings and business units.

The Parish Council has discussed this proposal with La Ronde Wright. While it has points in its favour - notably, its location close the centre of the village and the sympathetic development - we have a problem with its impact on traffic.
If, as planned, cars for those houses will enter and exit on to Norwich Road north of the village, that will significantly add to the village's traffic problems.
If the Burston Road were used to reach the A140, we would look more favourably on this application.

Our general policy statement:
THE GNLP AND FUTURE DEVELOPMENT IN OUR VILLAGES: A POLICY STATEMENT BY DICKLEBURGH AND RUSHALL PARISH COUNCIL
As a community, Dickleburgh and Rushall are committed to playing their part in the GNLP's plan for future housing. We believe some new housing, particularly that which is affordable, is important for the future health and prosperity of our village.
At the same time, it is essential that this growth is sustainable, proportionate and sited so that it does not place an intolerable strain on the infrastructure and character of our villages.
After careful discussion of the development options, two public meetings with residents and an opinion poll within Dickleburgh, the Parish Council has reached the following conclusions concerning future housing development:
1. The response to the call for sites has so far produced 13 proposals around the village of Dickleburgh.
2. Currently, the most urgent problem facing Dickleburgh concerns roads. Each of the three road in the centre of the village is already experiencing major traffic problems. It is essential, for reasons of safety to residents and drivers, that these are not exacerbated.
The Street is an extremely narrow road which, in spite of 20mph speed limit (widely ignored by drivers) struggles to cope with traffic, in particular heavy goods vehicles going to and from the Smurfit Kappa depot in Rushall.
Rectory Road, with houses on each side, parked cars and no pedestrian crossing has become very dangerous to pedestrians. Again, lorries from Smurfit Kappa are the main problem.
Harvey Lane, a narrow road on which the school, playground and village centre are situated, has had widely-publicised problems of congestion which will be worsened by a development of 22 houses, currently under construction.
3. The Parish Council is determined that what is already a bad and dangerous traffic situation in Dickleburgh must not be made worse by any new housing development. For this reason, we believe that any future development should take place to the south of the village off the Ipswich Road (GNLP0350 and GNLP0498; if there are problems with those sites, we favour GNLP0498).
4. New houses on that side of the village would provide residents with safe and easy pedestrian access to the village services, without adding to Dickleburgh's traffic problems.
5. We strongly oppose any potential sites that will add to the traffic on the three roads mentioned above. Our opposition includes sites on the Norwich Road to the north of the village. Local experience has shown that drivers will avoid the difficult junction on to the A140 to the north of the village, preferring to use the roundabout to the south. In other words, any Norwich Road development would add to pressure on The Street.
6. A survey for our proposed Neighbourhood Plan revealed, in addition, that residents on the Rectory Road greatly value the prospect from the village of Dickleburgh Moor, which is being developed as a wildlife site. In other words, development off the Ipswich Road has the added advantage of causing least harm to amenities enjoyed by current residents.
7. Dickleburgh Primary School, of which we are very proud, is now reaching capacity and will have no further potential for expansion.
8. We are also concerned that the village sewage system has limited capacity. There is a risk of flooding to the north of the village.
9. As a more general point, we believe that excessive loading of new houses on to rural villages would be environmentally irresponsible, increasing dependence on cars to drive to work, shop and deliver children to school.
CONCLUSION
The Parish Council believes that any future plans for housing must be in proportion to our current population and should not place an intolerable strain on village infrastructure.
Sensible, proportionate development to the south of Dickleburgh will retain the integrity and vitality of our village, while making a positive contribution to the county's housing needs.

As some have suggested, access to the A140 via the Burston Road would create a dangerous Junction in the centre of the village with Harvey Lane and Norwich Road as cars would use this as a short cut to the A140 as opposed to the current access at the North and South end of the village. This would create a whole new road safety issue, particularly during school drop off and pick up times.

I put this proposal in the 'still to be convinced' category. It looks interesting on paper but I am not convinced by the proposed scale or, that what is suggested can be delivered. A much needed GP has been mentioned. Building a facility and getting a GP to set up a practice or even visit are quite different propositions. Traffic is also an issue. Traffic leaving the village via Burston Road onto the A140 would probably require building a slip road.

The bottom of the slope is behind current housing on the Norwich Road. There is a significant danger of run off water going into those properties as the land will no longer be able to absorb the excess water. There is a highly valued public footpath that traverses the site.

an addendum to reflect updates to the current proposal for Mixed use development comprising a community facility, public open space, small
business unit and approximately 80 new homes, incorporating affordable, self and
custom build plots and retirement accommodation are proposed on this site. The site
would also deliver improved pedestrian/cycle connectivity with the surrounding area
and landscaping.
La Ronde Wright represents landowners of land off Norwich Road, Dickleburgh, who
currently have a site submitted for consideration in the Greater Norwich Local Plan
(GNLP) Site Proposals Consultation Document. This vision statement is prepared as
an addendum to reflect updates to the current submission following consultation with various consultees (ref. GNLP 0516).
Proposed future uses
Mixed use development comprising a community facility, public open space, small
business unit and approximately 80 new homes, incorporating affordable, self and
custom build plots and retirement accommodation are proposed on this site. The site
would also deliver improved pedestrian/cycle connectivity with the surrounding area
and landscaping.
Recognising the needs of the local community, the development would include local
amenities and services. Discussions have taken place with the Parish Council and
have reflected a need for a new medical centre and ancillary office for Norfolk
Constabulary and these are possible end users that might occupy the community
facility. Further consultation with relevant organisations will be undertaken to establish interest.
The retirement accommodation would feature flexible spaces providing services and
activities such as physiotherapy, yoga and a beautician.
The concept for the retirement housing is new and innovative and has recently been
shortlisted in an international competition run by the National Custom and Self Build
Association (NaCSBA) as a way of designing an affordable unit of housing appropriate for retirement-age occupants. The retirement homes will take the form of modular units, configured to engender a sense of community and adapted to meet the varying needs of occupants.
Consultation with the '100th Bomb Club' has also taken place who have expressed a
desire to be involved in the design of the public realm in terms of delivering means of heritage interpretation to commemorate the servicemen that lost their lives flying from the airfield adjacent to the village.
