Respondent: Swainsthorpe Parish Council
Swainsthorpe Parish Council are concerned about the impact of any further development in the village, given the lack of facilities and the already strained infrastructure. Access to the A140 is difficult with large queues forming, particularly at rush hour. The parish council strongly feel that the infrastructure needs to be improved before any further development is considered.

Respondent: FW Properties
FW Properties have been working with the landowner in addressing some of the comments which have been raised by the planners in their Suitability Assessment of this site. As a result, the landowner has now submitted a revised red line plan to the GNLP which we believe greatly improves the delivery prospects for this site. This amended plan amalgamates both parcels of land into one seamless development site which means that the whole site can now be utilised.

Destruction of the countryside and interference with 'the patterns of life that characterise the area'. Obliterate views of the Church. Would require significant infra structure including many new access roads through existing properties. Swainsthorpe village experiences additional strain on very limited resources and increase the level of traffic through the village in what is already a developing problem due to the expansion of Mulbarton.
Both pieces of land have power lines crossing them. The capacity of these lines is due to increase with the development of the sub station as planned in Hornsea Project 3 making it a health hazard.

Ruin a green field site.
Increase in traffic on a narrow road though the village.
Dangerous increase in traffic attempting to join the A140.
No facilities in the village to serve an increase in the population.
Swainstorpe is a small village with a single narrow country road running through it that cannot be easily widened. There are no services within the village (eg shop, school or doctors surgery). Access north on to the main A140 into Norwich is difficult as it stands and heading south from the village on the A140 is extremely difficult at peak times. More traffic coming through the village and attempting to get on to the A140 would be potentially dangerous. Development in the village west of the railway line has been very limited. There has been no new site development west of Orchard Cottage for hundreds of years. This would involve extending the village envelope into green fields from which there would be difficult access onto a narrow road. The nature of the village would be transformed adversely.

Main objection relates to the impact of more cars using the already dangerous T junction of Church Road with the A140. May I suggest the planners join the queue trying to leave the village in rush hour? Put your foot down and hope for the best as you pull out in to a stream of cars travelling north at 50mph. Cars wanting to go south often give up and turn northwards before doing a U turn at the next junction. There are going to be fatalities.

Provision of housing in rural locations has a responsibility to existing village environments and residents.
Swainsthorpe has no infrastructure to support the additional new housing proposed. Successful communities need adequate transport links schools shops and services. Swainsthorpe has none of these things.
Destroying traditional village balance with irresponsible exploitation of agricultural land at the expense of local residents is senseless and wrong.

Swainsthorpe cannot sustain further development with upgrades to infrastructure. There are limited local schools to support additional occupants without placing further pressure on limited access to the A140.

Would result in increased traffic through Swainsthorpe village which already suffers from high traffic density from Mulbarton developments (both completed and proposed i.e. GNLP0315). Church Road is already used as a rat run to access the Southern By-pass via A140. The junction of Church Road and A140 cannot handle increased traffic.

I am strongly aposed to anymore houses being built in Hellesdon especially on these three sites. We need to keep some green spaces. These fields are used a lot for walking dogs. I my self and my husband walk around them to keep fit. The field is on the flight path to Norwich airport. Reepham road is very busy now 1000 homes will make it much worse. The doctors and schools will not be able to cope with these numbers.
