5. Site Allocations

A2.3 Site Allocations

1Site allocations formally identify sites as suitable for particular types and quantities of development. These site allocations are the mechanism for implementing the overall growth strategy.

2As this is the initial stage of plan-making under the new national planning system,no proposed site allocations are included in this consultation.

3An initial Call for Sites was held in February/March 2026 and was reopened in June/July 2026. The latter focused on encouraging the submission of additional brownfield sites and sites for Gypsy and Traveller accommodation. No assessment of sites has been undertaken at this stage and no comments are being sought through this consultation. However, all the sites submitted are available to view on an interactive map and site register via this link.

4All the sites submitted through the Call for Sites will be assessed against a county wide assessment methodology which has been developed in line with the government’s guidance on Selecting Sites for Development. This evaluation of sites will take account of the evidence that will be commissioned and collected (see the Evidence section of the consultation).

5As stated in the Introduction to this consultation, specific sites will be consulted on in June and July 2027 through the Regulation 23 Proposed Local Plan Content and Evidence consultation. It is currently anticipated that this consultation will include the assessment of each site and a conclusion on whether it should be allocated as part of the favoured growth option through the plan. However, the Regulation 23 consultation will not include draft site allocation policies.

6The Regulation 23 stage will also set out whether additional site-specific evidence is required to support potential proposed allocations in addition to the plan-wide evidence base.

7Based on Regulation 23 consultation responses and further evidence gathering, detailed site-specific allocation policies will be consulted on in April and May 2028 through the Regulation 27 consultation on the Proposed Local Plan.

8If sufficient appropriate sites cannot be identified to meet needs, it is possible that the Call for Sites could be reopened, potentially with a focus on specific uses or areas. In addition, direct approaches could be made to the owners of unsubmitted land in sustainable locations, if this is supported by evidence from ongoing work.
