6. Locally Specific Policies Introduction
A 2.4 Local Policy Policy
1The new plan-making system requires just one local plan document to be adopted without the separate development management policies plans, area action plans or supplementary planning documents which currently form part of the adopted local plan across Greater Norwich. Consequently, where there are local issues or policies that need to be addressed that are not covered by the NPPF, these will need to be included in the GNLP 2045.
2This following sections of this consultation on Housing, the Economy, Infrastructure and the Environment cover issues that may need local policy coverage to identify where policy is required to:
- Enable effective implementation of national policies such as those on retailing and housing by, for example, defining retail areas and settlement boundaries, identifying the types of homes needed and setting local affordable housing requirements.
- Provide additional local policies to add to national policy such as where local standards can be set, for example for accessibility and water efficiency. It also includes coverage of possible additional policies that may also be needed to focus on addressing other local issues.
3It is important to note that government guidance is clear that such local policies must not duplicate or contradict national policy.
4Whilst all consultees are welcome to respond to the questions on Housing, the Economy, Infrastructure and the Environment, please note that these are relatively specific, technical questions which are intended to elicit views on possible local policy approaches for a range of planning issues.
